In a letter to the White House on Wednesday, Plankey cited his stalled nomination process in the Senate, which is required to confirm the appointment. It became evident to Plankey, after more than a year awaiting confirmation, that the Senate would not approve his role, making it necessary to withdraw his candidacy.

According to both outlets, Plankey was unlikely to reach the majority of votes needed in the Senate.
