Trump’s pick to run US cyber agency CISA asks to drop out

Trump’s pick, Sean Plankey, has requested to withdraw from consideration as the director of the U.S. federal cybersecurity agency, CISA. This development leaves the agency without a permanent leader at a critical time for national cyber defense. In a letter to the White House on Wednesday, Plankey cited his stalled nomination process in the Senate, which is required to confirm the appointment. It became evident to Plankey, after more than a year awaiting confirmation, that the Senate would not approve his role, making it necessary to withdraw his candidacy.

The New York Times published Plankey’s withdrawal letter, while Politico was the first to report it. According to both outlets, Plankey was unlikely to reach the majority of votes needed in the Senate. Senator Rick Scott from Florida blocked the nomination because of an unrelated Coast Guard contract, despite Plankey previously serving in a senior advisory role with the Coast Guard. With Plankey’s exit, Nick Andersen remains the acting director of CISA, following the departure of Madhu Gottumukkala in February. Gottumukkala’s temporary leadership, which began in May 2025, ended after less than a year and was characterized by instability and controversy.

CISA plays a vital role in cybersecurity defense and infrastructure protection for civilian federal agencies. However, in the past year, it has endured budget cuts, staff reductions, and at least three government shutdowns. These cuts have occurred even as the agency responded to multiple cybersecurity threats targeting the U.S. government and its allies. Despite ongoing attacks, including those from foreign hackers, the Trump administration earlier this month proposed slashing CISA’s budget by over $700 million. The rationale for this decision referenced unfounded claims of “censorship” by CISA during its efforts to counteract election misinformation in 2020. At this time, the White House has not commented on whether Plankey’s withdrawal was accepted or who might be nominated for the director position next.
