To influence the development of policies that support the growth of the technology industry and create a favorable environment for economic development. This is achieved by working with leading companies and government institutions to address key challenges such as legal regulations, fiscal and tax policies, and data protection.

This mission is achieved through:

  • • Ongoing consultation with market stakeholders on beneficial policies
  • • In-depth analysis of the impact of existing legislation
  • • Advocacy for fiscal incentives in the digital sector
  • • Using international experience to modernize local policies

Key Areas of Activity

  • • As part of the Albanian Council for Technology and Innovation (ACTI), this committee , aims to influence the shape of policies that support the development of the technology industry and innovation, collaborating with companies and government institutions on legal, fiscal, and data protection issues.
  • • The Committee has contributed to strategic forums such as "Albania 2030" and topics related to EU integration, as well as supporting the Durana Tech Park by providing fiscal and infrastructural incentives for businesses.
  • • It conducts analysis and provides recommendations for improving fiscal and data privacy policies, focusing on advocating for fiscal incentives and reducing costs for the technology industry.
  • • The Committee seeks to engage in international networks such as OECD and Digital Europe to bring best practices and successful collaboration models between the public and private sectors, aligning Albania with global standards of a digital economy.

Kushtrim Shala

Chair of the Committee on Local & Global Policies

Kushtrim is a professional with over 15 years of experience in technology, innovation, and business management. He holds a degree in Computer Science from the University of Tirana and an MBA from the University of New York Tirana. His career began in the telecommunications sector with Vodafone, later founding ICTSmedia and co-founding ALBICT, the ICTSlab laboratory, and the national innovation competition ICT Awards—playing a key role in developing the startup ecosystem in the Western Balkans.
